The Board of Directors of the Border City Connects Society announces with deep sadness and heavy hearts the passing of our colleague and friend, Glenn Fagnan, on Sunday June 16. 2024. He leaves his wife Karen and daughter Brandy and a host of friends and colleagues to mourn his loss.
As first President and then Executive Director of the Border City Connects Society, Glenn was the heart of our activities. Whether it was advocating for accessibility, raising funds to keep our fleet on the road, or challenging all of us to pull our community in a better direction he had community wide impact.
We will all miss him more than words can express.

Interim arrangements
Earlier this week Border City Connects unexpectedly lost our friend and colleague Glenn Fagnan who had served as Executive Director for a number of years.
The Board of Directors has put interim measures in place to ensure the management of operations and will meet later this week to confirm arrangements and start planning for the future. In the meantime, please contact Otis Rusling, President of the Board of Directors.

What We Do
Who We Are
The Lloydminster Handivan Society started 1980 when a group of community members took the initiative to explore the opportunities in finding a solution to the transportation needs of a community member who had mobility challenges. The Kinsmen Telemiracle Foundation at that time had a grant program that was instrumental in providing part of the initial capital and the community group was able to raise additional funds and purchase their first wheelchair accessible unit. This gave citizens with mobility challenges an opportunity for more freedom and the independence to go where and when they wanted to.
BORDER CITY CONNECTS
Formerly the Lloydminster Handivan Society, now Border City Connects Society provides transportation services to the Lloydminster area.
BORDER CITY EXPRESS
Provide transportation to serve the mobility challenged individuals in our community with door to door service to their destination and back to their home.
BORDER CITY CARAVAN
Provides transportation for both able bodied and physically challenged members to “out of town” non-emergency medical appointments utilizing minivans as the means of transportation.
BORDER CITY SHUTTLE
